The LMIA is issued by ESDC or the Employment and Social Development Canada/Service Canada if they are satisfied that the foreign worker indeed is required to perform the job and that no existing Canadian Citizen or Permanent Resident qualifies for the job vacancy. Caregivers, Truck Drivers, and Web designers are amongst the popular LMIA jobs in Canada.
